This depends on the internal management team. I was a lead for 8 years. I have a degree in management. I had 7-8 internal interviews and was passed over for an outside candidate who didn't last 6 month. It depends on if your liked or not.

There are always internal positions available and HR promotes internal movement however that policy stops with individual managers who tend to block or dissuade internal candidates. Strong internal candidates are frequently overlooked for management positions.
