The Eastchester Fire Department in Eastchester, NY is seeking a Construction Project Manager for The Eastchester Fire district to plan, manage and coordinate design/build firehouse facilities. This person will perform construction project management duties; lead/supervise project teams in the planning, design and construction administration of municipal firehouse facilities revitalization. It is expected that the best candidate will have a flexible schedule and would be engaged in project activities for the district anywhere 15-30 hrs. a week.
The candidate must have a proven track record successfully leading construction projects. A successful candidate will have served as a construction project engineer or project manager in municipal facility construction projects and managed projects in the past of $300k - $2M.
This position requires close coordination management of various contractors, review of RFI’s claims, schedules, activities, payment requests, and document management. The successful candidate will also be the lead person for scheduling, estimating, and inspection of consultants and will report directly to the Fire commissioners and also gain project direction from The Chief’s of The Department.
Qualifications:
10+ years of experience as a construction project manager in the municipal industry; or
10+ years as an engineer with at least 5 years as a construction project manager in the municipal industry.
Municipal facility design experience including development of conceptual/preliminary designs, detailed design document preparation, and office engineering during construction.
Local and municipal regulatory requirements, design, and construction.
Strong written and verbal communication skills in English with demonstrated ability to conduct effective client presentations and written report preparation.
Strong knowledge of managing and documenting a project and resource plan in Microsoft Project.
Demonstrated project management experience including budget and schedule monitoring and control responsibilities
Demonstrated the management or resource personality conflicts as it might relate to completing a capital plan.
Experience supervising and coordinating consultants, architect, laborers, subcontractors
B.S. degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Environmental Engineering, or Construction Science preferred, but not required.
Professional engineering license preferred, but not required.
OTHER FUNCTIONS AND DUTIES:
Construction Budget, developing, justifying and defending budget submissions.
Resolves internal problems and issues and coordinate with District staff on broader problems and issues.
May serve on internal committees, working groups and/or ad hoc task forces, providing program expertise and contributing to the attainment of successful results of a Fire District revitalization project.
Serves as a representative of the District in dealing with construction contractors on interpretation of contract language, negotiation of change orders, claims, damages, and resolution of performance issues.
ADITIONAL, SKILLS AND ABILITIES
Thorough knowledge of construction management methods; legal, and contractual practices; inspection and safety standards. Knowledge of building codes and usual and customary construction techniques and practices. General understanding of surveying techniques, principles and practices.
Significant knowledge of management and supervisory principles and practices and sound judgment and leadership skills.
Well-developed verbal and written communication skills and the ability to work cooperatively with divergent groups are also required.
SPECIAL CONDITIONS OF EMPLOYMENT
A valid New York State driver’s license is a condition of initial and continued employment in this position.
