Good people but leadership breeds a culture of back stabbing. If you aren't willing to take what you want, without asking, then you won't be recognized as having something to offer. Each division runs like it's own little silo, thus eliminating the opportunity to share ideas, resources or even optimize budgets for bulk purchase and license requests.
