It was "old school", but with new mgt, it is constantly changing

It was "old school" environment, with low pay, good state government benefits, tight control, no room to grow/promote.
With new management starting two years ago, management is constantly changing, or no long term direction. A lot of senior managers/engineers "disappeared". It became more "city" like environment, more politics, more conflicts, more fighting amount departments.
Employee benefit is good
Management to employees communication is poor, or they do not have interest to communicate.
