The Upper Midwest Community Policing Institute (UMCPI) is a non-profit organization that offers comprehensive consulting services and customized training on a local and national scale. PRIMARY RESPONSIBILITIES:
The Associate Director shares in the leadership and management of a dynamic, fast-growing public safety training and consulting organization and provides direct oversight for specific functions of the organization as assigned.

Curriculum Development and Delivery
-Research, develop, structure and maintain new and existing training programs.
-Assist Executive Director in the delivery of training programs.
-Build current relationships, develop new relationships, and identify new training opportunities.
-Solicit opportunities for training delivery and maintain supportive relationships with host agencies to maximize attendance and logistical efficiencies.
-Recruit, develop and maintain outstanding training personnel to consistently deliver quality training experiences and accurately reflect the Institute’s training philosophy and values.
-Monitor contractors and agencies to ensure that they efficiently and effectively provide necessary services within budgetary limits.
-Develop and enhance educational policies and standards leading to consistent, high quality educational experiences for attendees.

Government and Foundation Funding
-Research, cultivate and maintain current and future grantor relationships.
-Research and identify grant opportunities and successfully write supporting materials to be awarded funding.
-Establish and implement grant and contract goals, objectives, and procedures, conferring with staff members as necessary.
-Create and review grant and contract financial statements, activity reports and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement.

Expansion of Consulting Services
-Establish, build and maintain strong client relationships both locally and nationally.
-Conceptualize, develop and implement new education and consulting services to expand the scope and depth of programs offered by the Institute in its existing market and in new markets.
-Develop and implement a plan for outreach that increases public awareness of the Institute and creates a positive perception of the Institute in the state, region and among current and potential funding sources.

PERFORMANCE CRITERIA:
-Must possess business development expertise with revenue-building mentality.
-Demonstrated ability to prioritize work and effectively meet work demands.
-Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
-Select and use training/instructional methods and procedures appropriate for the situation when learning or teaching new concepts.
-Identify complex problems and review related information to develop and evaluate options and implement solutions.
-Ability to work independently and experience working with diverse communities.

KNOWLEDGE REQUIRED:
-Knowledge of business, financial and management principles involved in strategic planning, resource allocation, budgeting, leadership technique, production methods, and coordination of people and resources.
-Knowledge of principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
-Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
-Knowledge of principles and methods for showing, promoting and selling services, including marketing strategy and tactics, product demonstration, sales techniques.
-Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups and the measurement of training effects.
-Knowledge and experience in law enforcement desired.
-Knowledge and practical application of emerging media, marketing and innovative communication technologies and strategies.

QUALIFICATIONS:
-Demonstrated commitment to ethical accomplishment of mission.
-Bachelor’s degree in public/nonprofit administration, business administration, public policy, law enforcement or a related field required.
-Graduate degree in public administration, criminal justice or related field preferred.
-A minimum of five years’ experience in a related position with managerial experience reflecting the ability to operate effectively at both strategic and operational levels.
-Demonstrated competency in the areas of training delivery, project management, budgeting, grant solicitation and management, marketing and business management.
-High energy, positive, respectful “can-do” attitude, flexibility, teamwork and attention to detail; high degree of initiative.
-Exposure to law enforcement, community policing or public policy desired.
-Creative problem solver with ability to think critically and generate solutions.
-Effective coaching and mentoring skills including experience resolving conflicts.
-Working knowledge of information technology and internet browser applications.
-Ability to communicate effectively in a variety of modes.
