POSITION TITLE: Chief Operating Officer

Plan, direct, and coordinate the operations of the Agency. Duties and responsibilities include formulating policies, managing daily operations and maintenance of the network, inventory control, reporting, and operational staffing. Will work under the broad policy guidance and direction of the Board of Directors and the Executive Director. Provides close to general supervision for operational staff and contractors.

Directs and coordinates activities of contractors and internal staff concerned with the operation and maintenance of the network.

Monitors contractor and Agency operations to ensure that they efficiently and effectively provide needed services while staying within budgetary limits. Determines staffing requirements, and oversees personnel processes.

Manages staff, preparing work schedules and assigning specific duties.

Recommends and coordinates departmental budget, maximize investments, and increase efficiency.

Reviews operations budget, operational and activity reports, and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement. Provides reports and stats as required.

Represents the Agency as a member of associations promoting the operation and deployment of advanced telecommunication networks and the services and applications that can be delivered over these networks.

Performs other related duties as required.
1. Education and experience
A. Graduation from college with a Bachelors’ degree in public administration, business administration, or related field;
B. Ten (10) years of responsible experience related to above duties; Five (5) years of which must have been in a supervisory capacity;
C. An equivalent combination of education or experience.
2. Knowledge, Skills, and Abilities:

Knowledge of public administration principles and practices

Knowledge of telecommunications industry structure, regulatory requirements, economics, and statutory obligations.

Knowledge of procurement, e-government, and human resource management principles and practices as they relate to the operation of public agencies.

Knowledge of local government responsibilities and functions, especially economic development initiatives.

Ability to negotiate contracts with vendors, construction contractors, service providers, property owners, and public institutions.

Ability to communicate effectively with public officials, business leaders, citizen groups, professional associations, and the media verbally and in writing.

Ability to supervise professional staff and to manage the performance of contractors.
