JOB TITLE: Screening, Stabilization and Transition (STAT) Support Counselor Supervisor



The STAT Support Counselor Supervisor works as part of a multidisciplinary team that includes STAT Clinicians, STAT Support Counselors, the STAT Assistant Program Director, Alameda County Social Service staff, Youth Advocates and the Assessment Center Public Health Nurse to provide comprehensive care, assessment, and supervision of children in a nurturing, child-friendly environment at the Alameda County Assessment Center. Children come to the Assessment Center after being removed from their home for reasons of abuse and/or neglect or when they are changing placement within the foster care system. Children stay at the Assessment Center for up to 23 hours while they await placement in a foster home, in a group home or with a relative.

STAT Support Counselor Supervisors serve as the lead on their shifts to maintain a therapeutic milieu and are the central person to which members of the Assessment Center team report to with information pertaining to the child's stay at the Assessment Center They collaborate closely with Child Welfare Supervisors, Support Counselors and STAT clinicians to ensure that every child's individual needs are addressed, both those pertaining to their emotional well being and adjustment to trauma as well as their basic needs. This may include either by initiating oneself or by ensuring that it is complete individual or group intervention and that the child's basic needs are met (making a meal, assisting with bathing when appropriate, etc). In addition, they take the lead when crisis intervention is needed and are responsible for ensuring that all policies and protocols of both Westcoast Children's Clinic and the Alameda County Assessment Center are followed at all times.

The STAT Support Counselor Supervisor is responsible for supervising the work of STAT Support Counselors and providing individual and group supervision. All job duties are completed with the intention of supporting and stabilizing the child, providing a comprehensive assessment, and preparing him/her for placement. Position reports to the STAT Assistant Program Director.

POSITION: Exempt, Full-Time (1.0 FTE)


  • Serves as the lead person while on shift at the Assessment Center and is a model and coach for Support Counselors and other members of the Assessment Center team. Specific tasks include:
  • Contributes to the ongoing assessment of children's behavior and emotional and psychological states.
  • Understands and complies with policies, procedures, documentation and paperwork for EPSDT Medi-Cal billing and meets billing requirements as set by the agency.
  • Engages children in appropriate therapeutic activities to respond to and or cope with the trauma the child may have experienced
  • Manages the milieu and the varying needs of the children present (ages 0-19) by but not limited to: setting appropriate limits with children, giving feedback as needed which is clear, specific, timely and respectful and effectively communicating behavior choices to children, outlining positive and negative consequences of their choices.
  • Maintains close communication with the Assessment Center team (Support Counselors, STAT clinicians, STAT Assistant Program Director, Alameda County Social Service staff, advocates and public health nurse regarding child's overall functioning and wellbeing.
  • Monitors activities and whereabouts of children at all times.
  • Assures children's basic needs are met including meals, hygiene, and sleep, fixing a child's meal, bathing a child or monitoring a child's shower according to child's age and ability, changing a baby's diaper, getting a child up in the morning.
  • Maintains a clean, attractive, physically safe environment, including washing a child's clothes when needed, washing sheets, putting away folding beds, vacuuming the carpet, putting away toys, games, and craft materials used by children, washing dishes.
  • Provides supervision to and evaluation of the Support Counselors, ensuring that Support Counselors on shift are performing all job duties at a high level of quality, including: appropriate therapeutic interaction with clients, completion of all required documentation, and collaboration with other members of multidisciplinary team.
  • Participates in hiring of Support Counselors (screening resumes, interviews, reference checks).
  • Provides regular 1-1 and group supervision to the STAT Support Counselors.
  • Participates in weekly 1-1 and group supervision with the Assistant Program Director or Clinical Supervisor.
  • Monitors the scheduling of STAT Support Counselors and ensures full shift coverage at all times.
  • Arranges for additional staff coverage when census at the Assessment Center requires it.
  • Completes additional tasks as requested or assigned.


  • Master's or doctoral degree in psychology, counseling, or social work. Licensed or license eligible preferred.
  • Based on our funding sources, California Department of Mental Health requires all unlicensed psychologists to apply for a professional licensing waiver or show proof of a valid waiver prior to hire date.
  • Minimum of 1-2 years of clinical work experience after receiving graduate degree.
  • Prior experience working in a residential, day treatment, or psychiatric milieu setting highly desirable.
  • Supervisory experience required or demonstrated progressive increase of responsibilities in current/past employment.
  • Demonstrated clinical experience with foster care, child protective services, community mental health, and/or community psychology models.
  • Ability to work with children ages 0-19
  • Ability to work with clients who have complex, multi-problem histories.
  • Engaging, flexible style with children and adolescents, while still being able to set appropriate limits.
  • Knowledge of child and adolescent development.
  • Knowledge of and sensitivity to issues of ethnicity, race, class, gender, and sexual preference.
  • Ability to work independently as well as collaboratively as part of a multidisciplinary team.
  • Organized and able to complete high quality and timely documentation.
  • Ability to be supportive and provide guidance in a non-judgmental manner
  • Understands the need for and has the ability to maintain appropriate professional boundaries and confidentiality.
  • Excellent interpersonal, communication and writing skills.
  • Knowledge of (or ability and willingness to learn) MediCal reimbursement, billing, and documentation policies and procedures.


  • Ability to stand, walk, grasp, sitting, bend, squat, kneel, twist, lift, reach, push, pull and climb as needed. Crawling is generally not required.
  • Ability to sit and use computer workstation, including keyboard and visual display terminal.
  • Finger, hand, and wrist dexterity.
  • Visual/auditory awareness are constantly required.
  • Ability to complete tasks in an environment where interruptions are the norm and background noise is present.
  • Ability to move throughout buildings and out in the community.
  • Ability to occasionally lift, carry and put away equipment and/or parcels weighing up to 20 pounds without assistance.


  • Position involves working with children who have been traumatized.
  • Position involves potential exposure to communicable diseases including the common cold, flu, and tuberculosis.
  • Position requires the ability to work irregular hours, including evenings, overnight, and weekends.
  • Position does NOT involve restraining children.

COMPENSATION: $48,000 - $64,000/year depending on experience and licensure type. Includes competitive benefits package, 403(b) plan, and incentive compensation.
