Poor leadership and management. Work is contract-based and there were many layoffs that were part of the business. Leadership and management failed to manage the workforce and finances causing instability, layoffs, and causing employees to question whether they would still have a job or not.
Leadership talked about "transparency" but failed. In JUN 2014, hours were cut to 32/week. By OCT 2014 paychecks began to be held (mine was up to 9 days late at times), HSA funds were being withheld from paychecks and not deposited into the employee HSA accounts, and PTO was not being paid to terminated employees in a timely manner (6 months and counting...).
I went for a 2 year period without a review or consideration for a raise which I assumed was due to the financial situation, only to find out that I was one of two employees who had been overlooked while others received raises.
