You pick your hourly rate. However they take out a percentage depending on how many hours you've worked. The table below describes the hours you work and the corresponding percent they take out. Remember they ALSO charge the student 7% of your full hourly rate as a "service fee".

0-20 hrs: 40%
21-50 hrs: 35%
51-200 hrs: 30%
201-400 hrs: 25%
401+hrs: 20%

First of all, I recommend lowering your rates. Look at how much experience you have tutoring, and google common rates for tutors in your area. Secondly, messaging someone every day will likely just annoy them. Send the initial application, follow up about 48 hours later if you haven't hear anything and the job posting is still listed, but then leave it. Make sure your profile is polished and free of typos; I suggest you have someone skilled in resume-writing look over your applications. Write each application as if it were a cover letter. You want to look your best for potential students!

I only had to send my resume and a cover letter. After this they did not ask for further questions and I was added to the program.
