I'm not sure if Akamai is doing this, but the following is proof on how companies use the H1B visa egregiousness:

A public advocacy group gained video proof that a law firm was advising an American company on how NOT to hire Americans, in order to LEGALLY justify hiring foreign workers on H1B visas.
