How would one go about getting paid from this company if you are a contractor and completed the work assigned. ? Is there a particular agency that a complaint can be made for violation of a contractors agreement?

Yes...it is a violation of federal law not to pay for work that has been performed. Call the Inspector General's office for the agency for whom you performed the work and tell them you have not been paid by their contractor. Also, contact a employment attorney such as WWW.SNIDERLAW.COM
