I've seen this posting on-and-off over the last several months. Does anyone know if it is because they can't find anyone qualified? Or have people been hired and quit after a short time?

They have been looking for someone almost constantly for well over a year. I actually interviewed there a while back. Based on what I saw and was told its the later of your 2 reasons why. Without going into much detail all I will say is I am not surprised.
