Can someone please tell me exactly what will disqualify an applicant when completing the financial section of the SF-86?

Recent bankruptcy? Recent foreclosure? Current charge-offs?

Is each applicant's financial history looked at individually for final determination or is it automatic dis-qualify if any applicant has any of the aforementioned credit issues?

From what I have read there bad credit is only a problem if you are trying for a Mail room position

It matters not the reason for your application, the reasons for the disqualifications are the same:

Charged off accounts
Accounts currently 90-180 days late
Bankrupcies and Foreclosures less than 7 years
Unpaid Federal Govt debts
Unfiled taxes

What gets you quickly disqualified is if you lie or if you have a felony
