2003 international 4300 tdt466 brake problem

Abs light is on the truck when the parking brake is pulled the right rear tire keeps spinning. looked under truck and the brake chamber is not moving. is it safe to say replace the brake chamber???

ok replaced the brake chamber worked for a few days not it doesn't work again anyone have a suggestion on what to check. I'm getting air back to the chamber. it was a brand new chamber and i hate the thought that it could be the chamber again.
