Applied for position, was told a hiring recruiter would get back to me, no phone call

I applied for a position on October 1st. The very next day, a veteran's recruiter called and left a message stating that in 7 to 14 days (I'm assuming business days), a hiring recruiter will be in touch with me to conduct a phone interview. The 14th business day had came and went with no phone call. I called the veteran's recruiter on the 23rd and left a polite message stating that I was still very interested in the position and to let me know what was going on. I have not heard back from this person and I saw that the position was reposted on LinkedIn. My question is, is this typical and has this happened to any of you? How much longer should I wait? Why was I given a definitive time frame and why was this time frame not met? I realize that life happens (people take vacations, get sick, etc) but is it too much to ask to know what is going on?
