it seems they want a manager, a director, whatever..and they just keep posting.

Well they have 113,000 people working there. With that many people there is likely people changing all the time. Some people must get married and resign, others may retire, probably people get promoted and leave a vacancy. I believe all very large companies tend to be in a position to hire people every day.

Look up the news in a small town of a hundred thousand people and see how many die each day, etc, etc. Sorry, but I just don't see it as a strange thing.
