It's common place. particulary when a lucative employment contract hits the marketplace. REcruiting firm account managers receive RFPs to submit candidate resumes. Then the Employer HR department screens candidates after the resumes are submitted. Could be a difficult customer by changing their candidate requirements. Or, could be a contract replacement.

But ultimately, the job opportunity is difficult to fill. In all cases, it's the employer.
