I emailed my resume several weeks ago for a store mnanager opening and I'm willing to relocate if necessary.I never received a reply from HR.My 28 years of management experience with big-box fortune 500 company would help Michaels.

Although you may have some luck in getting someone to respond to your post, you'll most likely get a much better response if you apply to the job directly. Try doing a Michael's search on Indeed and then click on the jobs that interest you the most. You'll be redirected to the website the job position is originally posted on and there you will find instructions on how to apply.
Here is one I did for you.

Apply in person and preferably during a job fair. They usually hold them during the summer. I had all my contact info on hand and ready to go.

When you get the interview, you will take a standardized mult.choice test. You should answer to the extreme (i.e. "strongly agree" or "strongly disagree") when bubbling in your answers. It increases your chance of getting called back for the hire. just a tip of the trade.
