Do all Safeway employees get Emplyee Discount?

I work as a Courtesy Clerk at my local Safeway. I got a Safeway card under my name and all. One of the checkers told me Safeway employees get a 10% discount using their Safeway card. But I've never once had this happen with mine (or my phone number). Is it really just the "higher ups" that get this discount or should I be getting it too?

I am a courtesy clerks too and i get the 10 percent discount if i buy safeway brands product.
