Pay not equal to description

The title says IT Manager, and they certainly seem to want all the experience and qualifications of a manager, yet the pay is for a Jr Systems Administrator. I didn't originally notice the pay when I spent half an hour filling out the application and all I got was a 5 line e-mail in response that they were unable to offer me employment...say what? They didn't even talk to me, so how can they send an email that they cannot offer employment? I tried to send a response requesting feedback, as is customary in management, and I got a bounceback e-mail that said the mailbox was not monitored and any inbound messages were immediately deleted, not a very good way to treat management candidates.
