Given the number of comments, about the difficulty of getting an IT position at Target. And having seen Target promote people of age into positions that had unattainable goals. I believe that they plan on going to the Federal government and requesting they be allowed to use more H1Bs and make outsourcing easier because the talent is not available in the United States.

Talent is available in the United States. It's just cheaper to outsource. However, if this comes up, the countries the US is outsourcing to, will be getting their resources from the US. In fact, it's starting to happen.

Target built a facility in India and moved all IT development and support off shore. The idea is to keep a few people to manage the off shore here at HQ. And the other benefit is, they don't have to hire IT people for IT anymore! All they need are people who can create Powerpoint presentations that have no point and project manage from a far. Not very meaniful work. Especially when there's no one in site with a technical background to figure out what's really happening. But that's what contractors are for! If you could find any who would work at Target. Of course, being a contractor puts you out of the toxic abuse loop.

This is very true - I worked there two years ago and they had gotten rid of all employees i the department I was in at HQ and all contract people who were Americans. They brought over all from India (where I am told they have a "HQ").
