I have applied online and in person, yet no one has bothered to contact me. I have alot of retail and management experience, who ever is the HR person is obvioulsy not qualified for the job.

You applied online, those people are not computer smart.
They are not looking for you online. Need to do it the old fashion way walk-in, fill out application, then they will notice you.

I applied online then applied in person, still no response. I have 17 years retail experience, I guess they just aren't smart overall.
