Is there a cultural tradition in Montgomery that explains the reason for children going barefoot in public places?

Yes. There were several pediatricians that saw that the kids that went barefoot were the healthiest and started recommending it to the mothers. Those kids grew up and did it with their kids. As someone who grew up there, I can say that my siblings and I didn't wear shoes to school until 3rd grade and never had strep, ear infections, etc. Colds were rare for us as well.
