Interviewer asked for a time to call for 2nd interview, but never called?

An employer contacted me the day after the job was posted. They rescheduled my interview twice but told me, "We're sorry to do this to you so many times, but we have a rolling application process and I just want to let you know that we want to process you very quickly because we feel that you are a very highly promising candidate."

I did strongly (in my opinion) on the interview. The interviewer said "all indications are good" and asked me for a specific time "tomorrow" for someone in Chicago to call me. If that person liked me, then they'd determine if I would advance to the next round. She said that she would confirm the details later that day.

The problem is all this happened on Monday (it is now Friday) and she never called to confirm the details. I might have sounded too committed to the job b/c I told them that I was interviewing at 5 places and said that I would work at that place over any of them. Maybe they're stringing me along while they gather more resumes (she contacted me the day after the posting went up)?

Has anyone ever been asked for a specific time to talk but had the interviewer not call back?

I would've called them myself. You can't always wait for these employers to take initiative.
