Shall I contact the company? HR said would send the official offer on Tuesday, but didn't get it

The HR first called me last Friday, saying I should get the official offer package on Saturday. Didn't get it. So I contacted the HR on Monday, he replied on Tuesday saying his manager just approved the offer and I should receive it on Wed.

Now it's Friday, but still haven't got it.

I am wondering is this normal? Shall I call the HR again? I don't want to be pushy, but this really cause me anxious.

It's 3:00 on a Friday, and there's a blizzard outside. I'd wait until Monday.

It's not cool or professional for them to have already told you twice an offer was forthcoming and on what day to only not follow through on their word, but employers can do whatever they want as to prospective employees and don't care what goes on in your mind.

Contact them on Monday. Good luck. I hope you get it. Try to take your mind off it during the weekend and then I'd say altogether after contacting them on Monday.
