Hi I've been working since 2002 I have more experence in costomer service why is it that I can't find a job right now but yet again I put in applications in over 60 jobs within a 5 month period what is going on, why can I get hired?

Because there are lots of people unemployed and no jobs. You're not the only one. Keep trying. That's all any of us can do. And try not to take any of it personally.

Had the same problem a while ago. There are dozens of applicant on each position and you have only a slight chance to get a job.
I was advised to put efforts and prepare a strong resume. And you know what, it really helped! I have studied a couple of sites and even found a web site, who reviewed my resume for free. After I posted my new resume to 5 jobs I was invited for the interview. You should try to check your resume and probably change it somehow.
