Help----Any advice out there for military Vet taking a Term position with the VA NTE 2 years.

My spouse just got an interview with the VA that is a term GS-7 potential to GS-9 position, is this a job that can lead to perm? Can you still apply once hired for other jobs that is perm within the VA (in house). The position says 25 people will be hired, we are a little concerned is it worth taking the job knowing it may end.

The mass hiring is a red flag to me that they may let them go earlier than the 2 year mark.
Any help would be appreciated.
