Curious in Harrisburg, Pennsylvania

Hi I start go to community college for Automotive Techonogly ASEP with GM Motor. They told me that GM-ASEP does require the student to have a sponsoring Gm dealership, AC Delco (TISS) shop or GM fleet, which is the student's responsibility. What does it mean? I'm sorry to sound like an idiot but I need to know what it is before I start in July. THanks.
