You need a 4 year degree in either social work, sociology, or human services. A lot of areas are asking for a masters now. Your best bet is to get some experience through social service agencies in your area. Housing Authorities sometimes have grants that they need to staff. It's not exactly a social worker, but you can gain case management experience without the degree if you don't have it.

You need a Masters degree in Social Work, after getting a Masters you need to be licensed in your State.
While in graduate scholl you will gain a lot of expereince through internships. Various job will give you the experience. But you need a Masters degree to gain clinical knowledge and experience.
