Phone skills are a very important part of this job. Your voice and energy about the position is what is going to win that candidate. Remember! you are not the only one calling for their skills.

Conflict resolution
Ability to build relationships with candidate quickly.
Be trustworthy, do not mislead people about the job responsiblities
Do not over sell the company
Partner with the hiring manager to help make the right hiing decision

Top three traits:

1. Excellent customer service skills - ability to listen and understand your hiring managers
2. Know how to find people (research skills).
3. Know how to pick up the phone and call people (and increasingly, knowing how to reach out to candidates through a number of other avenues as well).

In this market, it not enough to simply have "good communication" skills. You need to understand OFCCP compliance and diversity sourcing. In larger corporate environments, this type of training and management of the diversity pool of candidates is paramount.

Corporate Recruiting is not sales, as is a 3rd party recruiting group. You need to understand the needs of the client, manage their expectations and execute programs to fulfill their needs.
Pipelining candidates for future needs, sourcing candidates from networks, job boards and employee referrals.
