Best places for a counseling degree

I have a master's degree in mental health counseling.My primary interest is to work with children and families.The job search has been exhausting.In NJ,I am either over or underqualified.I am underqualified for the positions that require a license and overqualified for the jobs that require a bachelor's.I am willing to relocate anywhere across the US at this point.Are there any states that are willing to hire someone with a master's degree in counseling but is not yet licensed?
