Why do colleges think that having a Masters Degree shows that you can teach the "Developmental Math" courses?

Well, obviously, you don't have one. To teach in any college requires a Master's Degree.

I do believe it is not necessary if the class is a non-transferable credit as would be "Developmental Math" classes. The material they should have learned in high school.

Otherwise, that means that Bill Gates would not be allowed to teach computer programming since he dropped out before he finished his bachelors. A Masters Degree means that can you DO not that you can TEACH.
