Is it a standard practice to compute revenue as cost with accrual fee?

Normally, I would think revenue = $$ coming in
and, Cost=$$ going out (+ you may compute your accruals)

I do not have a finance background, can someone please enlighten me?

I dont agree with the question above.

Revenue doesnt equal to cost with accrual fee

Revenue doesnt necessary mean cash inflow, many of the sales, for example, are recorded as account receivables, which mean that you will only receive the cash from the buyers at a later stage.
