In my experience I sarted in in production planning and then moved into a forecast analyst role. A lot of people shy away from forecasting jobs because they are afraid to deliver a sales/production forecast and deal with accountability. Proving that you have the skills to confidently develop and deliver a forecast and be able to explain your actions to management will get you considered for such a position.
Most companies prefer someone with at least a bachelor's degree in math/statistics or business. Of course, an MBA is a big plus.
