Take a look at the Indeed Salary Search. Here's a search I did for Graphic Design:

You can also type in a location and compare various job titles and locations using the tool as well.

Enrty level for production artist is near fifteen dollars an hour(Kansas City,KS/MO). A web designer could earn near 17-19+, starting out and utilize creative talent in a meaningful manner. What is meant here by 'meaningful' is skills that are more marketable, you can earn more and have more input than being a 'production artist'. So, go for it! but enhance your talent and skill by learning web-design skills at the same time. Also, check out becoming a FLASH developer.

Just get in.

3 years with a good book.

There are 286,100 graphic designers according to the Bureau of Labor Statistics (bls.gov).
