Can a HHA/PCA accept Medicare/Medicaid?

Hi All,

Was wondering that I see sometimes LPN and RN's take for private care Medicare and Medicaid. How can a HHA accept these's assurances? Can a HHA become a sole priportship to they own company and give care as a HHA? I hope I made sense.
