it seems really hard to get entry level job or internship in Washington?

which certification or additional stuff i can get to get a job?

i already know Autocad, photoshop etc.

What you might have to do is look nationwide for a job. The best way to get an internship is to talk to your adviser at school. They usually have very good leads or connections and are a really sure fire way to get an internship.
