Our situation is 12.00/hour to start (COV). The top-out after two years is 20.00. Skills important in advance of applying would be wall-fishing cables, any attic or under-floor work (i.e., A/C install, alarms), etc.
As far as getting more money up-front for these skills, forget it. It just helps in securing the job and in the way of knowing what to do in certain situation.
