struggle in Ellicott City, Maryland

does any one know what the requirements are to upgrade from an rw1 to an a journeyman in local 26 that is dc local i have worked for eleven years now as a union member and i am trying to upgrade i think that i have enough exp and hours worked that i should just be able to pay a fee or something but i do not know i think that at this point taking a test or years worth of classes would be bull sh@# any help would be appreciated thank you
