What is the best way to become proficient in troubleshooting and programming PLC's? I've only been able to find one accredited online program (www.plctechnician.com). Does anyone know of any others or have experience with this one?

I've been working with PLC hardware/software for the better part of 25 years. Go to as many seminars offered by Rockwell, Modicon, Siemens, GE as you can. Only time and experience can really teach you how to do it right. It's hard because industrial control systems are changing nearly as fast as IT. I'm going back to school myself... again, so be prepared to go back to school for the rest of your life.
