I'm in the same position you are. I have been emailing people for months but the competition is soooo tough right now. The best way I found out how to get what you want is to go the yellow pages and just start cold calling people. Ask for the the HR department or the Director of IT. Say basically you are in college for network engineering and you'd like to get some hands on time and offer them an internship. Make sure you stipulate that you're willing to do an internship with the expectation that if you do well than they'd put you on full time as a paying job.

Good luck
