How did you get your start doing noc technician work, and what career moves did you make to get to your current position?

At Level 3 Communications the best way is to go to beer parties with the hiring manager. Low level managers will give you whatever you want over current employees. Are you qualified? Don't worry about it he will train you 6 months.

But don't ask the low and mid-level managers any tech questions while training because they won't know! They don't have a clue!
