Yes there are a number of factors that do arize - but it depends on the scope. Some organizations expect their OD people to have a holistic approach and include all aspects in the PRIMO-F model (People, resources, Innovation, Marketing, Operations and Finance) Others are limited to people and structures.

Using consistant and participative tools can help ensure commitment and practical implementation and evaluation.

Remember the key - organizational development - developing the organization to achieve its goals in an effective way.
