1) ability to use diagnostic tools
2) ability to work outside of the politics of the organization
3) ability to engage and influence people

I'd back Mike in the UK for his top 3 skills. To extrapolate on Mike's #3 Top Skill but not to be underestimated because it can be among the most challenging to maintain:

-- ability to garner & maintain trust;
-- confidentiality;
--ability to interact with C-suite execs.

Knowledge of employment law (Fed & State) has really been an asset for me, too.
