Is there any other way of getting Project Management and specifically Planner, Project Coordinator jobs in construction or Oil and Gas firms? I have been applying online directly and through a few job search agents to no avail though I have PM background and PMP. What other means is there aside from going to knock on the gates of the companies and thrusting my resume at them? Also, could they be a racial thing to it if one is not Caucasian?

Not sure which contractor you applied to, but try Jacob and S&B, they have most contract works at the refinery I used to work at. I'm not Caucasian but I used to work at that same refinery for about 7 years, never had any problems. If anything it seems to me that they prefer to hire people with good recommendation from people in the same industry/company... so if you know someone in the industry that would be a big help.
