With 20+ years in the oil industry, (purchasing as well as sales), in down-hole tubulars for drilling wells, as well as
pipeline materials, etc., the best advise I can give you is to obtain a CPM certification. The CPM course is 6 courses such as domestic and international contracts, excel for purchasing, business law, contract negotiations, communications, etc.
You do not have to have a "bachelors" degree to obtain this through "Next Level Purchasing". You can also sign up with this company to keep up-to-date with purchasing practices which are e-mailed to you once a month I believe.

to develop your procurement manager expertise obtain an internationally recognised certification, like SPSM through Next Level Purchasing; CIPP through International Academy of Project Management; CIPS through CIPS institution.
