I am seeing them, but you need specific experience as a proposal writer, and in many cases in a particular field.

I agree with mjwilliams. To be an effective proposal writer, you have to be willing to immerse yourself in a certain field (for example, health care or finance). Some sectors of health care are growing for proposal writers. In the last two years, my company went from a proposal development team of about a dozen to 40. Not all of those people are proposal writers. Some are reporting analysts, and production people. Nevertheless, there is some growth in this sector.

I don't know if they are declining or increasing,but if you live in the DC area and are good, you can find a job easily.
