He has to ensure , that all aspects of Safety has been organized. I m not just talking about the Fire And Safety But the ISO International Service Standard.

If Service Manager doesn't know this matter...well He is not qualified to take this job and responsibility . The Owner of the Company will surely heading towards a high risk in his business investment.

Well, then... lets see further...
