if in a class 3 plant a 4th class power engineer signs an application
for interim power engineer certificate...and is approved by the
safety officer at bc safety authority....to act as chief engineer in
charge of 2 other class 4 power engineers.

if this chief engineer falls ill and does not return to work for 11 months
and has no physical contact with the plant.....yet remains the chief
engineer with no compensation....he gets only his disability check
because he had a heart attack.

and the company saves money by having a chief engineer for free.
by having only 2 class 4 engineers alone at a class 3 plant for the 11 months.

has the company done something wrong legally.
by never having this chief engineer present for 11 months
and staying open by using his ticket as chief

or because it has passed and is history...is it a moot point

I will ask my safety officer but intersted in points of view
all I can find is sec 67 of the act...but it is not covered

I have 1st class City of New Orleans Lic.inTurbines ,Boilers, A/C ,Ref, internal combustion engine. .Can I be of any help .

True perhaps but the BCSA wont let the interm position go on forever and if the 4th class doesn't complete his exams in that time he looses the position. Maybe thats not a bad thing epecially if the chief will be getting the position back in the end, new people often means change and if the plant is running well (as they often do) for the interm I dont see a real problem.
