Are jobs in this industry on the rise? Are there any sub-sectors that are growing?

Where are the jobs? Which places have the most substance abuse counselor opportunities?

I have been out of work for 4 months. I have been in the substance abuse counseling field since the mid 80's - the only viable positions that I have been able to apply for (and be considered for) seem to be in corrections - with companies that contract with the state (here in ILL) to provide counseling or case management after parole to offenders. This is where the jobs are (and probably where the money is as well). Agencies are being pressed to stay in business.
